Mencho Declares War on Mexican Government
After the launch of Operation Code Black, this is little more than a formality.
Mencho has recently openly declared war on the Mexican government in a narcomanta (a message sent by cartels often in the form of graffiti). In the same span of time, he released 2 captured marines that the government had been searching for after they had been kidnapped. Former weapons trafficker turned journalist, OG Shadow, asserts that El Mencho is not even in Mexico. This, he says, would explain why there seems to be multiple people making decisions for CJNG. It is certainly uncharacteristic of Mencho & CJNG to allow two captured enemy combatants to go free, let alone right after openly declaring war on the government.
Through the multi-agency Operation Code Black, the war between CJNG and the Mexican & US governments was already in full-swing, so the declaration post-hoc was probably a more symbolic gesture designed to boost morale of cartel members in their fight.
There are three likely outcomes for CJNG: They dissolve and splinter off into several independent factions, they themselves are defeated by Operation Code Black, or they are successful in maintaining their power and are able to prevent the success of Code Black.
